The Doctor - Royal Wedding?

If you look closely (or in the red circle), you will see that familiar face of The Doctor, from hit TV show Doctor Who. Now, I watched the coverage of the Royal Wedding on the BBC, and I never spotted him, some people say he was placed there, others say he was actually there, but it leaves me to think... Why would The Doctor be at a Royal Wedding? It could quite obviously be someone who's been using Photoshop way too much, or it could be for the show itself, with The Doctor being placed there as part of a flashback maybe?
